Apostle Edward Ramsey (of blessed memory) and his wife of over 50 years, Mother Thelma Ramsey, are the revered Founders of what is now known as Agape Resource Community Center, Inc. Their shared life and ministry laid a foundation of faith, family restoration, and unwavering service that continues to guide the organization today.
Called by God to serve hurting people and restore families, Apostle Edward Ramsey was a visionary shepherd whose heart burned for unity in the Body of Christ and compassion for the lost, the broken, and the underserved. His ministry was marked by bold faith, spiritual authority, and a deep commitment to mentoring pastors, strengthening churches, and building community-centered outreach rooted in love and discipline. see more
Mother Thelma Ramsey, affectionately known as Mother Ramsey, has been the enduring pillar beside him—embodying grace, hospitality, prayer, and steadfast faith. Her ministry of care, fellowship, and spiritual covering nurtured both congregation and community, making Agape not only a place of worship, but a home. Her presence continues to represent the living heart of Agape’s legacy.
Together, the Ramseys faithfully stewarded the church through seasons of growth, sacrifice, and expansion—beginning ministry in their home, responding to community needs, and launching outreach efforts that addressed women’s healing, men’s mentorship, children’s education, and family restoration. Their obedience to the call of God established a legacy that transcends generations.

Secretary, Pastor & Trustee
Sabrina Sutton serves as Pastor and Trustee of Agape Resource Community Center (ARCC), bringing a lifelong commitment to faith leadership, public service, and community restoration to the organization’s mission.
Ms. Sutton retired after more than 45 years of distinguished service with Baltimore City Government, where she worked closely with City Council Presidents, multiple Mayors, and senior government officials. Throughout her career, she held key roles focused on children, youth, families, education, and community outreach, contributing to the development and implementation of programs that strengthened families and neighborhoods throughout Baltimore. see more
Her faith leadership is grounded in both spiritual calling and formal religious education. Ms. Sutton was ordained as an Elder in 2004 and, after years of dedicated ministry, was installed as Pastor in 2009. She has received academic training in Religious Education and has pursued advanced theological studies to support her work in teaching, discipleship, and pastoral care.
As Pastor and Trustee, Ms. Sutton integrates her extensive government experience with her spiritual leadership, offering wisdom, stability, and guidance to ARCC. Her work reflects a deep commitment to restoring families, uplifting communities, and advancing programs rooted in compassion, service, and accountability.

Nia Netfa Kondo serves as Secretary and Trustee of the Agape Resource Community Center (ARCC), where she supports board governance through diligent recordkeeping, documentation, and organizational continuity.
Ms. Kondo is a seasoned educator with over thirty-five years of service in the state of Maryland, bringing a deep commitment to learning, youth development, and community empowerment. She is a graduate of Howard University, where she earned a degree in Communication, and is currently pursuing a graduate degree in Educational Technology at the University of Maryland. see more
Throughout her career, Ms. Kondo has integrated education with creativity, environmental stewardship, and cultural awareness. Her work includes developing student gardens, leading science fairs, serving as a certified teacher with the Chesapeake Bay Watershed Program, facilitating workshops for young mothers, organizing rites of passage programs for teens, and tutoring high school students in advanced mathematics.
Grounded in historical knowledge and artistic sensibility, Ms. Kondo brings intergenerational wisdom, cultural literacy, and a holistic educational lens to ARCC’s mission. Her dedication to children, families, and the global community strengthens the Center’s ability to nurture curiosity, responsibility, and lifelong learning.

Shakahna A. Sutton serves as President, Treasurer, and Trustee of the Agape Resource Community Center (ARCC), providing executive leadership, fiscal stewardship, and strategic direction to advance community restoration and economic empowerment.
With more than 20 years of experience, Ms. Sutton specializes in business development and economic development for individuals, families, and businesses. Her work across entrepreneurship, education, recreation, and community programming is focused on transforming neighborhoods into connected, resilient communities with sustainable pathways to growth and self-sufficiency. see more
ARCC’s mission is deeply rooted in Ms. Sutton’s lived experience and generational legacy—legacy in motion and love made visible. As the first and only child of Pastor Sabrina Sutton and the first grandchild of Agape Founders Edward and Thelma Ramsey, her leadership is shaped by generations of faith, service, and devotion to community.
As President and board trustee, Ms. Sutton is recognized for her ability to mobilize people, align resources, and translate vision into action. Her leadership ensures ARCC operates with integrity, transparency, and long-term sustainability while advancing a replicable, community-centered model for neighborhood transformation.

Robert Cranshaw serves as Vice President and Trustee of the Agape Resource Community Center (ARCC), where he contributes strategic leadership, governance support, and principled guidance in service of community safety, integrity, and restoration.
Mr. Cranshaw is both an educator of spiritual principles and a seasoned federal law enforcement professional with over 25 years of distinguished service in public safety and security protection. His career encompasses frontline law enforcement, high-risk security operations, and leadership roles that demand precision, sound judgment, and unwavering professionalism. see more
